United States Mission Seeks Concept Papers for HIV/AIDS Outreach Communication Programs in 2009

The U.S. Mission to Vietnam is seeking concept papers from competent local non-profit organizations and civil society groups interested in designing and implementing small programs or activities for HIV/AIDS outreach communication in 2009. The funding for these activities is supported by the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) in Vietnam. Since 2004, the United States has provided more than US$ 320 million for programs in Vietnam through PEPFAR.

Submitted concept papers shall describe innovative programs / activities targeting the general public. Selected programs / activities shall serve to expand public awareness of PEPFAR programs, designed to combat HIV/AIDS and associated stigma, and to increase awareness of HIV prevention, care and treatment services in Vietnam.

Priority will be given to activities related to World AIDS Day (December 1) and Vietnam’s national action month for HIV/AIDS prevention and control 2009 (late November to early December), and media-related events which disseminate and share information reflecting the education and outreach goals of PEPFAR.

Multiple awards will be made, each not to exceed US $10,000 (ten thousand U.S. dollars). Concept papers (in both English and Vietnamese) of up to 3 pages in length, specifying program / activity objectives, target group(s), duration, and proposed budget, should be submitted by to June 30, 2009 to:
